Last night PCSO Tom Skehan attended the Woodhouse Forum meeting to provide an update to attendees on the work of the Safer Neighbourhood Area. Praise was given to the SNA for our efforts in tackling complaints reported. No new complaints were made to us. Woodhouse Forum made PCSO Skehan aware that the Friends of Tannery Park group were looking to purchase MOCAM signs for the new MOCAM camera at this location. PCSO Skehan has been successful today in obtaining some of these for them saving the group £1000.

A call was made to South Yorkshire Police today regarding a male drinking alcohol in the Designated Public Place Order area. This male was quickly identified and educated regarding the DPPO. He offered of his own accord to return to licenced premises to consume his alcohol, unaware of the order. We received no further calls regarding this male.

Officers have responded this evening to a report of youths throwing fireworks at a local Public House. Upon officers attendance in the area a group of youths were engaged with. Enquiries are ongoing in relation to this.

On the 14.3.2012, 4 youths were stopped and accounted in Market Square, Woodhouse village following reports of anti social behaviour.
On the 18.3.2012, a male was stopped in Market Square, Woodhouse where alcohol was confiscated from him. He was dispersed from the area.

Yesterday, a person was arrested for a Public Order Offence in the Market Square area. Another person was moved on for drinking alcohol in the street and for begging. The police are very proactive in this area and will respond quickly to any incidents of this kind that are brought to our attention.

It has become apparent that local youths are gaining access to the roof tops of the shops/ flats in the Market Square area causing a nuisance. Yesterday a visit was made to the area to identify how this is occurring and to offer a solution to preventing their future access. This will be monitored by local officers.

The SNA has worked with the Woodhouse Community Forum, local businesses, Community Assembly and a number of partner agencies particularly the Sheffield Drug Alcohol Action Team (DAAT) to achieve the first order outside the city centre. The DPPO, which started on the 1st April 2011.
Local Authorities have the powers to make a designated public place order (DPPO) identifying a specific place if they are satisfied there is an alcohol related nuisance or annoyance to the public. The order allows a Police Officer/Police Community Support Officer to require a person not to drink alcohol and to surrender the alcohol and any opened or sealed containers in the person’s possession.
The order was originally applied for to address mounting public concerns around adult street drinking within the village. The power was given a six month review period and on Thursday 6th October 2011 the Sheffield Licensing Committee reviewed the order. The power was used by police on 43 occasions in the first six months, the first time at 8.45am on the very first day. Initially police had a number of calls regarding street drinking as the order came into force but more recently the numbers have reduced considerably. Consultation in the village showed that 70% of residents and 88% of businesses had seen a reduction in street drinking since the order was introduced, 98% of residents and 100% of businesses supported the continuation of the order.
Inspector Jason Booth of the Woodhouse and Mosborough SNA said " this has been a really good example of the community, businesses and partners coming together to address local concerns, we have not totally eradicated the problem but we have certainly made a step in the right direction. The extension of a further twelve months will allow us to build upon this positive start".

Officers have spent this week patrolling the area where they have found it to be quiet with no street drinkers reported. Following patrols during the evening of 230811 a male was approached on Market Square to be advised about drinking in the street within the DPPO area. This male was subsequently arrested for a public order offence for which he was issued with a FPN.

Following patrols by Inspector Jason Booth over the weekend 3 males were spotted drinking in Woodhouse. The males were spoken to by staff, advised and had alcohol confiscated and disposed of. They were also each issued with a dispersal notice requiring them to leave the DPPO area.

On the 11th August we received a call of 4-5 males in drink in the Chapel Street area which was immediately investigated (no one found). On 120711 officers responded to a report of 4 males in drink and swearing. On arrival officers advised 2 males who were present and then continued to give the location passing attention.

Upon arrival, a matter of minutes after the call was made the group were located where Section 27 direction to leave notices were issued excluding all present from the Woodhouse Village/ Market Square area for the next 24 hours.

Officers were on foot in the Market Square area of Woodhouse on the evening of the 23.3.2011 due to reports of street drinking. Whilst present officers were made aware of a theft which had occurred at a nearby shop. Officers were quickly able to conduct an area search where the offender was located and arrested with the stolen property returned back to its rightful owner.

Woodhouse & Mosborough Safer Neighbourhood Area have been working with partner agencies to tackle reports of anti social behaviour, street drinking, drug dealing and criminal damage in the Woodhouse area.
On Tuesday 22nd March 2011, officers took to the streets with agencies including Sheffield Homes, Yorkshire Met Housing and South Yorkshire Fire and Rescue to address some of these reports.
During the operation South Yorkshire Fire and Rescue (SYFR) attended Flockton Park to address reports of flytipping posing a hazard to the public and wildlife. Photographs of the location have been forwarded onto the Parks, Countryside and Woodlands Department for their attention and action. SYFR have also liaised with building contractors locally regarding insecure and dangerous skips which have been left at various locations within the area. Addresses were visited where combustable property had been left close to the dwelling posing a risk to residents. Door to door canvassing for home safety checks/ smoke alarms took place on Goathland Drive and Badger Drive by SYFR's SAFE Team.



400 Letters were hand delivered to residents on the Badger estate appealing for information regarding current anti social behaviour/ nuisance motorcycles by Police Community Support Officers. Dates of Police drop in surgeries were also advertised. Vulnerable premises and Vulnerable Vehicles were identified by officers where owners were advised regarding security of their property/ vehicles. Reassurance visits were made to local businesses to update the on work in the area and a visit was made to Brunswick Primary School to address parking complaints.
The Salvation Army worked with local officers to open their doors for an extended youth club to allow officers to sign post young people they came across on the evening to them for further engagement.

Officers are working with local businesses to ask for their vigilance after a number of counterfeit £20.00 notes have been found in circulation within the village.
Work has been ongoing with local Councillors and BT regarding the phone box on Market Square due to reports of inappropriate usage.
This week will see the last of the youth focus group sessions being ran at the Salvation Army involving local young people. PCSO Eklid-Singh will be working with this group to ensure future signposting to alternative provisions take place.

This week officers have met with licencees of public houses in the Woodhouse area to hold the second Pubwatch meeting of the year. Further meetings are planned in with the next one scheduled for April 2011.

On the 26th February 2011, officers from the Woodhouse and Mosborough Safer Neighbourhood Area took part in Operation Kooler, an operation designed to address the sale of alcohol to those underage.
Cadets are used alongside plain clothed officers to visit licenced premises within the area where the cadets attempt to purchase alcohol declaring their genuine age if asked. During the evening a total of 12 Licenced premises were visited, 2 in Woodhouse, 2 in Handsworth, 3 in Woodthorpe/ Richmond, 3 in Birley/ Frecheville and 2 in Mosborough/ Halfway.
With the exception of 2 all premises visited refused to sell alcohol to the cadets resulting in them passing the "test purchase". The premise which failed was issued a fixed penalty notice with follow up enquiries to be made by Sheffield Licencing Department.

Police Community Support Officer 8052 Wieteska has this week led a Police driven anti social behaviour crack down in the Woodhouse area of Sheffield.
Based on reports of anti social behaviour, street drinking, criminal damage and drug dealing officers flooded to the streets of Woodhouse to tackle concerns raised.
During the operation, ran on Tuesday 22nd February 2011 Police Community Support Officers were on foot patrol to engage with residents to gather information and offer themselves as a point of contact. Questionnaires were completed at residents homes where advice was given on crime prevention and updates given on action currently being taken by the SNA.
Letters were also delivered to residential properties in Woodhouse regarding the work of the SNA, appealing for information and advertising the police drop in surgeries.
Visits were made in conjunction with South Yorkshire Fire and Rescue Service to flats around Spa Lane, Skelton and Waterslacks looking for fire hazards in communal areas.

Designated Public Place Order in Woodhouse Village
The SNA have worked with the community, local business and a number of partner’s agencies to achieve the first order outside the city centre. The DPPO, which will start on the 1st April 2011.
Local Authorities have the powers to make a designated public place order (DPPO) identifying a specific place if they are satisfied there is an alcohol related nuisance or annoyance to the public. However, a full consultation must be carried out before the order is made.
The order will allow a police officer to require a person not to drink alcohol and to surrender the alcohol and any opened or sealed containers in the person’s possession.
The order does not make it a criminal offence to consume alcohol within a designated area but failure to comply with an officer’s requirements in respect of public drinking or surrender of alcohol, without reasonable excuse, is an arrestable offence.
These powers are not intended to disrupt peaceful activities and bodies responsible for enforcing DPPO’s must keep in mind that the power is to be used explicitly for addressing nuisance or annoyance associated with the consumption of alcohol in a public place.
The Woodhouse village has been experienced problems for a number of years with people drinking in an anti social manner and this order will see a positive measure in preventing this.
People who are found in the breach of the order will be offered support through agencies such as Help at hand or the Sheffield Drug and Alcohol Action Team.
Inspector Jason Booth said, “This has been a real example of the police working with the community to deal with local concerns and I feel this order will have a positive effect in addressing the problems that have affected people in Woodhouse for many years.
Signs will be put up to identify the area the DPPO covers and information will be made available to local people prior to the start date.

On Thursday 31st March 2011 PCSO 8169 Eklid-Singh will be leading an operation to address an increase in reports of anti social behaviour in the Woodhouse area. Officers will be deployed into the area on foot and on pedal cycles to engage with local businesses and residents to gather intelligence.

On the evening of the 29.1.2011 Officers conducted 3 test purchase operations for alcohol in the Woodhouse area. All 3 licenced premises passed refusing to sell alcohol to the underage cadets.

Over the last month there has been five test purchase operations targeting public houses and off licenses with numerous premises being visited and a number of test purchase failures. This work is conducted with the assistance and support of the Drugs and Alcohol Action Team, the Safeguarding Children’s Board and Sheffield Licensing. When there is a test purchase failure work is carried out to educate the staff to prevent further young people being served alcohol.
These operations are in addition to the routine drugs testing of public houses and the use of passive drugs dogs. The sole aim of all the work by the Woodhouse to Mosborough team is to make licensed premises in our area safer and better places to be.

PC Lowe and PCSO Wieteska have spent the last week continuing to liaise with local residents, businesses and visitors of Woodhouse Village/ Market Square in relation to the Designated Public Place Order. PC Lockwood has also visited licence premises in relation to the resurrection of the Pubwatch Scheme in Woodhouse with a future meeting date scheduled. Daily foot patrols have taken place within the area showing a presence and offering reassurance.

Foot patrol completed by PC 3096 today between 9.20am and 10.30am in the village centre. At this time she engaged with local street drinkers and local businesses.

A report was received approvimately 9.15am on 061210 of fighting near to the Pharmacy on Chapel Street. Officers attended promptly at this incident. One male received minor injuries. Follow up enquiries are being made in respect of this.

On Friday 261110, Inspector Jason Booth supported by Superintendent Hemingway, members of the Community Assembly and Woodhouse Forum attended at Sheffield City Council Licensing Board. This was for a hearing in relation to the proposed Designated Public Place Order for Woodhouse Village centre. At this hearing the proposal was approved by the board subject to further consultation. Effectively this means that the Sheffield City Council Licensing Board will now undertake some further consultation and then a final decision will be made about the DPPO.

Following considerable work by the SNT, response officers and Central Antisocial behaviour team, a local man appeared in court on 171110. At that time he was issued with an ASBO on conviction.
This male was subject of numerous reports to the police for his behaviour in Woodhouse and in particular within the PACT area. Using this local information we have been able to request suitable ASBO conditions to enable us to continue to kerb this behaviour.

Ins Jason Booth will be attending a meeting with the Sheffield Licensing Board a week today- 25112010 in order to discuss the DPPO for Woodhouse village centre. At that meeting there are 3 options open to the Licensing committee;
-To authorise the Licensing General Section to commence wider consultation in the Woodhouse area with a view to reporting back to Licensing Committee to determine whether an order should be made.
-To defer the decision on whether to commence public consultation in the Woodhouse area in order to obtain further evidence.
-To determine not to undertake the process of consultation in relation to a potential DPPO in the Woodhouse area.

Since early September 2010 a number of staff at the Safer Neighbourhood Team have been working on an application for a Designated Public Place Order for the Woodhouse Village Centre.
If the DPPO is granted it will give the police and PCSOs extra powers to tackle street drinking.
The application has involved consultation with the community- members of public, local businesses, forums, young people and residents of St Annes Hostel.
The first draft of this application (which requires evidence of antisocial behaviour related to street drinking) has now been delivered to Sheffield Licensing Department and the Community Assembly as part of the ongoing application process.

PC 893 Haigh & PCSO Wieteska checked the PACT area at 6.10pm, 8.50pm and 9.30pm on 141010.
At all of these times there were no issues noted and none reported.

The monthly community meeting was held at Peaks College on 7 October 2010. It was decided at that meeting that although considerable progress has been made with this priority, it should remain as a priority for the SNT until the next meeting on 11 November 2010.

Today PCSO Eklid-Singh will be holding another Police surgery drop-in at the housing office in Woodhouse. She will be present from 2 x 3.30pm to answer any questions or provide information. Update- 6 people spoken to about issues in their community.

Woodhouse PACT was patrolled yesterday during the late afternoon/ evening by PCSOs - all quiet. No issues reported.
Update 120910
Patrols last night between 9 and 10pm led to the searching of 2 vehicles and 4 people within the PACT area. The searches were completed under the Misuse of Drugs Act 1971. Both vehicles were parked up in Market Sqauare with occupants in them. Cannabis was recovered from one of the vehicles and a street warning was issued to the male who admitted possession of it. A bag of cocaine was also recovered and a male was arrested and subsequently charged with possession of that and an ecstasy tablet that was recovered in a search of his home address.
A positive message has been sent that we will not tolerate drugs in the village!

PCSO Wieteska and PCSO Eklid-Singh staffed the drop-in surgery on 200810. At this time they dealt with 6 or 7 enquiries from members of the public. They also completed questionnaires with members of the public asking them what they see as being the issues that police should deal with in their community. SNT leaflets were provided giving contact details for local officers.
The next drop- in surgery is this Friday- 050910 between 2 x 3.30pm at the Woodhouse Housing Office.

Arrangements have now been finalised for a new Police Drop in Surgery at the Woodhouse Housing Office, Woodhouse. This will be staffed by the area PCSOs for Woodhouse, PCSO Eklid-Singh and PCSO Wieteska. This starts on 200810 and is part of our commitment to improve life for the community within the PACT area.

Foot patrols have taken place within the PACT area on the 11th and 12th August 2010. Feedback of what work we are doing in the area was fed back to residents at the Woodhouse Tenants And Residents Association meeting held on the 12th August 2010. Licenced premises have also been visited by PCSOs on the 12th August 2010.

Officers are continuing to carry out foot patrols in the village centre. This is to be able to address public concerns as they happen such as 060810 when there was a report of begging. Enquiries revealed that this was in fact a female who was lost and unable to speak much English.
Enquiries on the same day by officers also led to the identification of a male who has been carrying out a number of shopliftings in the village. Evidence gathering is taking place in relation to this.

Our Safer Neighbourhood Officer has been working with Parks and Countryside aswell as Streetforce to get some of the overgrown areas cut back. In particular progress has been made with the closed churchyard off Reville lane. this should now be cut within the next week.
This is another example of working with partners to try to improve life for our communities.

PCSO Eklid-Singh is completing bike patrols in the village centre today- 260710. She will be placing signs up relating to the CCTV cameras in the area and visiting local businesses to encourage them to do the same.
Over the past week searches have been conducted for drugs by PC 3096 Lowe; on 210710 one person was searched during the day in the square and on 220710, 3 persons were searched in the evening. No drugs were recovered but intelligence reports were submitted.
During a police licensing operation on 220710 one of the pubs within the square was visited and was breached in relation to its licence conditions. This involves the Licensing department being notified as well as partner agencies.

Staff including PS Fitzgibbons, Safer Neighbourhood Officer and a DAAT worker yesterday visited Wath town centre which is of a similar size to Woodhouse in order to assess how they have tried to address problems in their area and any lessons that can be learnt from that.
Today staff including PS Fitzgibbons, Safer Neighbourhood Officer and PCSS Saville have attended an open day at Bevin Court, Beighton Road. Local people and councillors were invited to this event to witness the work that Bevin court carry out with their residents. It was also an opportunity to speak with residents of the hostel about the life they experience in the hostel and out in the community of Woodhouse. A frank discussion took place addressing some of the perceptions that people hold about the hostel and its residents. Feedback sheets were completed about perceptions of the hostel by people attending the event.

Regular patrols have taken place during day and evening. On the 13th July 2010 a male was moved on from Market Square following reports of anti social behaviour.

Following a call of anti social behaviour at 10am on the 8th July 2010, 2 males were stopped and searched in Market Square within 5 minutes of the call being made.
Visits are made weekly to the Co-op on Chapel Street to build up relationships with staff and management. Local PCSOs 8169 Eklid-Singh and 8052 Wieteska are in talks at present with management to use part of their building to hold regular crime reduction stalls/ drop in sugeries to the public in conjunction with partner agencies.

Early morning patrols have taken place in Woodhouse village due to reports of begging. 2 males were stopped and spoken with on the morning of the 29.6.2010.
On the 2nd July 2010 PCSO Wieteska conducted a walkabout with a South Yorkshire Police Crime Reduction Officer. A feasibility check was made to look at relocating the current MOCAM cctv system to a more central point in Woodhouse Village. This is currently being looked at further.
On the 6th July 2010 a walkabout took place with South Yorkshire Fire and Rescue Service in Woodhouse Village to highlight any fire risks.
On the 6th July 2010 a meeting was held with local businesses of Market Square to update on the progress made and gather further intelligence.

PCSO Eklid-Singh has spent time out on patrol in Market Square speaking with visitors to the village and completing questionnaires to ascertain their views.Follow up work on these questionnaires will be completed by the relevant officers.
On 28 June 2010 at approximatley 5.30pm a male was cautionned for possession of cannabis in the car park of the Costcutter by PC Kirkham.

High profile foot and cycle patrols have taken place within the area on the 21st,22nd and 23rd June 2010. A meeting was held in Market Square on the 22nd June 2010, with attendance from the area PCSO/ PC, local businesses and Councillors.

PCSO Eklid-Singh and Wieteska attended the Woodhouse Fun Day on Saturday 19 June 2010.Whilst there they used the opportunity to complete 15 questionnaires with members of the public about their greatest concerns about the area. The results of these questionnaires will be used to assist officers in completing targetted patrols.

Officers from the Safer Neighbourhood team have increased patrols in the area, in particular using foot patrol in order to talk to members of the public, offer reassurance and gather further intelligence.
An operation took place on 120610 in relation to checking licensed premises for drugs activity as well as confirming that public houses are complying with their licensing conditions. Licensed premises within Woodhouse village were checked during this operation.
On Saturday 190610 between 10am and 3pm, PCSO Ekild-Singh and PCSO Wieteska will be attending the Woodhouse Fun day where they will be available to answer any questions and provide information about how to contact the Safer Neighbourhood Team.
A further meeting with businesses in the village centre has been arranged for 22 June 2010 when members of the Safer Neighbourhood Team, a Sheffield Futures youth worker and a member of staff from the St Annes hostel will be attending in order to discuss the issues currently occurring within the village centre.

This new PACT priority has been communicated to colleagues on the response teams aswell as staff in our Safer Neighbourhood Team.
