You said: 

Youths are causing anti social behaviour at the centre by being disruptive inside the premises and within its grounds. Other users of the centre are being intimidated and put off using the centre by the behaviour of these youths.

Problem Solving Plan:

  • PC Whelbourn will be responsible for this plan and for providing regular updates.
  • Patrols will continue to be made to offer support to the staff and customers of the centre. These patrols will focus on evening and weekends which are the peak times for anti social behaviour.
  • Sergeant Stuart and other partners will meet with the management of the centre to explore ways of preventing further anti social behaviour.
  • Any youths found to be committing anti social behaviour will be taken home and advised in the presence of their parents/guardians in the first instance. If a repeat offender then consideration will be given to serving Acceptable Behaviour Contracts which will be enforced by referral to partnership agencies such as Youth Services.
  • Any criminal offences committed will be positively dealt with.
  • Regular contact will be maintained with staff at the centre.

15/09/10 - CBN3 car patrols throughout the evening all around the centre, no youths seen on or around the premises at all up until 10pm

Update from Sergeant Stuart: Following a Friday afternoon call from library staff that several youths were behaving in an anti social way, all available Safer Neighbourhood Team staff attended. One youth was taken home to her parents and advised in their presence and was subsequently grounded. Another youth was spoken with in front of his mother and has subsequently been served with an Acceptable Behaviour Contract. The latter is a 'warning' which makes clear that any anti social behaviour is unacceptable and also sets out what will happen to the youth concerned if such behaviour continues. Another youth was identified from a shop lifting offence the previous day which is now being finalised.

16.9.10  Update from Sergeant Stuart: Officers have today attended a meeting with managers from the Service Centre and other partners. It was reported that the last week has seen no further incidents of anti social behaviour. Concerns were raised about centre staff feeling vulnerable during late night openings and there was apprehension that further problems would be experienced during the next school holidays. The engagement provided every Wednesday by Youth Services was commended as having had an impact on reducing anti social behaviour.  The Safer Neighbourhood Police agreed to continue high visibility patrols, to hold police surgeries at the centre, to set up a display during some late night openings to provide an opportunity for users of the centre to speak with their local Safer Neighbourhood Team Officers, obtain crime prevention advice and information about the Police and Communities Together meetings. Particular praise was given to the Police Community Support Officers and Wardens who have regularly been attending the centre to provide support. Managers at the centre agreed to take forward the implementation of a staff training course to assist in dealing with confrontational customers. Signs are to be put up making clear that CCTV is being used and will be forwarded to the Safer Neighbourhood Team to identify and deal with anyone committing anti social behaviour. Employing security staff was discussed and will be reviewed in due course.

A review will take place on the 30th September 2010 to evaluate the steps put in place.

17/09/10 Attended with ASB car and saw a group of youths discharging a fire extinguisher. Unable to identify who was responsible no cctv.

20/09/10 PCSOs gave high visability patrol throughout the evening from 6-10pm, a few unknown youths were in the car park on bikes but when advised they happily moved.

21.9.2010 Update from Sergeant Stuart: Operation Coverage anti social behaviour patrols were carried out Friday and Saturday evening. No youths were seen within the grounds of the centre. I am not aware of any incidents having been reported.

22.9.2010 Attended the libarary and spoken with managers. There have been no further incidents. Patrols are to continue.

28/09/10  ASB High visibility patrols throughout the evening, no calls and no incidents.

29/09/10  Mobile high visibility ASB patrols carried out, no incidents called in and none noted.  No anti-social behaviour.

30.9.2010 Update from Sergeant Stuart: A meeting was held with managers from Aston Service Centre today. They stated it was now 'bliss' following intervention from the Safer Neighbourhood Team. There have been no further incidents of anti social behaviour. Groups of young people have been using the library and have been well behaved. One of the girls previously causing problems has apologised to reception staff. There was concern voiced that there may be problems over the Fawkes period and October half term. However, there are several diversionary activities being organised by partners, including the Area Assembly, and an undertaking has been given to continue police and PCSO patrols. PC Whelbourn will be holding a monthly surgery once a month during library late night opening. Dates to be published.

04/10/2010: Numerous high visibility patrols conducted throughout the evening whilst carrying out Anti-social behaviour patrols. No incidents brought to our attention.

07/10/2010: All the services closed this evening without incident. No youths in the area during our patrols, no reports of anti-social behaviour in the area.

11/10/2010  Regular patrols throughout the area, no incidents to report.

12/10/2010  High visibility patrols carried out throughout the evening but nothing seen and no incidents reported.

13/10/10  High visability patrol throughout the evening from 17:15 - 22:00hrs, no issues or incidents to report

14/10/2010  High visibility patrols all evening.  No issues reported and none to note.

15/10/2010  High visibility patrols all evening, no incidents and nothing to report.

17.10.2010 Update from Sergeant Stuart: PC Whelbourn has continued to deviate his shifts to cover some additional late night openings. One individual has now been given a Final Warning for a incident involving library staff and appears to be keeping out of trouble. Patrols will continue especially over the coming half term school holidays.
