Update 17.03.2011

Officers have continued to patrol the areas on a daily basis engaging with local residents and businesses. No significant levels of anti social behaviour have been reported during March 2011. Work is ongoing to ensure the Carpenter Gardens meeting room is secured safely with shutters to reduce future damage incidents.

Update 15.3.2011

Operation Kooler, a test purchase operation designed to address the sale of alcohol to underage individuals took place at several licenced premises within this area. All premises visited refused to sell alcohol resulting in a pass.

Update 28.2.2011

During the weekend we have received reports of lead being stolen from dwellings around the Carpenter Gardens estate. Officers will be increasing their patrols of this area to gather information. It appears from information passed that residents wheelie bins are being used to transport away the lead. Please ensure bins are stored safely and secure to avoid further thefts.

Update 26.2.2011

On the 26th February 2011, officers from the Woodhouse and Mosborough Safer Neighbourhood Area took part in Operation Kooler, an operation designed to address the sale of alcohol to those underage.

Cadets are used alongside plain clothed officers to visit licenced premises within the area where the cadets attempt to purchase alcohol declaring their genuine age if asked. During the evening a total of 12 Licenced premises were visited, 2 in Woodhouse, 2 in Handsworth, 3 in Woodthorpe/ Richmond, 3 in Birley/ Frecheville and 2 in Mosborough/ Halfway.

With the exception of 2 all premises visited refused to sell alcohol to the cadets resulting in them passing the "test purchase". The premise which failed was issued a fixed penalty notice with follow up enquiries to be made by Sheffield Licencing Department.

Future operations will be run to ensure unannounced ad-hoc visits are made

Update 25.2.2011

This week Officers have took part in Operation K-Juror, an operation designed to address reports of public order offences, burglary and vehicle crime on the Mosborough/ Birley/ Mansfield corridor. By patrolling early evening on Fridays, Saturdays and Sundays Officers are able to intervene where necessary to avoid serious alcohol related violence occuring later on.

Officers have utilised powers available to them such as Fixed Penalty Notices for Disorder and Section 27 Direction to leave notices (where individuals can be excluded from an area for up to 48 hours).

This operation will continue to run over future weekends until the 1st April 2011.

Update 23.2.2011

PCSS Saville attended the Basegreen and Intake Community Safety Group meeting at Frith Road. During this meeting no concerns were raised by the public or partner agencies about the current PACT area.

Update 19.2.2011

Since the 4th February 2011 officers have been working closely with partner agencies to follow up concerns raised on the "day of action". General repairs to insecure communal doors have taken place and requests for additional lighting have also been addressed. A request has also been made to Streetforce to look at the concerns raised of littering locally.

On the 7th February 2011 PCSO Bly held the first SYP Police open drop in surgery at Basegreen TARA office.

PCSO Kevin Bly has patrolled the area on a daily basis linking in with local residents and businesses. A speeding event was also conducted at Gleadless Primary School where speeding motorists using Hollinsend Road were stopped and advised.

Officers took part in the pre planned asb op on the Basegreen and Intake area where results are published under the article headed "Basegreen/ Intake Day of Action 3.2.2011".

Update 31.1.2011

On Thursday 3rd February 2011 PCSO 8104 Bly will be leading an operation to address an increase in reports of anti social behaviour. Officers will be deployed into the area on foot and on pedal cycles to engage with local businesses and residents to gather intelligence.

Update 29.1.2011

On the evening of the 29.1.2011 Officers conducted 2 test purchase operations for alcohol in the Basegreen area. All 2 licenced premises passed refusing to sell alcohol to the underage cadets

Update 21.1.2011

Residents in the new Chevin Housing Association properties have been visisted offering reassurance based on new reports of anti social behaviour around the bus terminus. A recommendation for CCTV to be installed at the block has been made. A request has also been sent asking that the old disused toilet block be removed as this is reported to be a focal point for groups gathering. Local councillors are also looking into this matter.

Youth workers have deployed into the area to engage with groups gathering in particular to the woodland area to the rear of Mansfield Road bus terminus.

Update 14.1.2011

Based on reports of anti social behaviour on the evening of the 13th January 2011 PCSOs pro actively patrolled the Carpenter, Hollinsend and Mansfield Road areas during mid to late evening. No youths were stopped during these hours.

Update 13.1.2011

On the 13th January 2011 PCSO Parkes, Skehan and Bly stopped a group of youths on Carpenter Gardens. This was in response to reports of anti social behaviour at this location. Names were obtained with a view to letters being sent to their parents regarding their conduct.

Update 12.1.2011

Local Officers PC Haigh and PCSO Bly have downloaded and viewed MOCAM footage from the static camera near to Mansfield Road Co-Op in response to anti social behaviour and damage reports on the days prior.

Mansfield Road is being check regularly- in particular it was checked by the antisocial behaviour car at 20.50hrs on 161210 - at this time there were 3 youths stood outside Co-op, no offences or reports of antosocial behaviour.

Mansfield Road -  checked by PCSO Rusell at 18hrs on Friday 101210- all quiet at this time. An incident was rung in approximately 6.20pm of youths throwing ice balls at passing traffic - area search was completed by the same PCSO but no youths were located.

Check made of last 24 hours incidents reported for antisocial behaviour- no incidents were reported within this PACT area.

Daily checks are being made of the last 24 hours of antisocial incidents reported which then allow the local PCSO to follow up these calls to offer reassurance and get as much information as possible.

PCSO Bly and the local Crime Reduction Officer yesterday visited Mansfield Road to assess various locations from a crime/ antisocial behaviour point of view. Further photographs will be taken and these will be used to make recommendations to local businesses about improvements that can be made in order to try to alleviate antisocial behaviour problems.

Update for 041110;

Operation Passenger was completed with 2 Specialist Support Group officers and a PCSO were involved. They followed certain buses on routes where damage has been previously reported to buses or bus stops. During the operation there no incidents or reports received.

PCSOs attended at the Blast Off football training session at Birley College.

Hot spot/ antisocial behaviour patrols were completed with Councillor Denise Fox, councillor for Birley.

A test purchase operation was completed in company with Trading Standards in relation to the sale of knives . 7 premises were tested using young people trying to buy knives/ bladed products. 3 premises failed the test. These failures will be followed up by staff from Woodhouse SNT which will lead to further educating/ training of staff.

Update for 031110;

Operation Gateway was completed again with 95 passengers being checked and advised about antisocial behaviour.

2 arrests were made for possession of offensive weapons and bladed articles.

Staff completed a walkabout with partner agencies as part of our plan to tackle antisocial behaviour together over this busy perios.

2 youths were identified as truanting so the relevant school was notified to collect them.

A PCSO attended at the Blast off football training session at Westfield.

Update for 021110;

Patrols completed by PCSOs and cyclists from the fire service covering key areas for potential arson/ antisocial behaviour offences.

Brownies Group attended at Stradbroke school where a firework safety talk was given by PCSO Skehan.

A test purchase operation was completed in relation to knives and fireworks. 5 premises were tested and all passed.

A daily patrol car was run especially to deal with incidents of antisocial behaviour but also to patrol key areas that have been identified as potential trouble spots.

Only 10 incidents of antisocial behaviour were recorded for the 24 hour period from 8am on Tuesday 021110.

Update for 011110;

Operation Gateway was completed  with the base being at Handsworth outside Asda. 106 passengers were checked on 18 buses by Inspectors from SYPTE. At the same time 2 PCSOs gave out safety advice and ensured that there was no antisocial behaviour.

PCSS Glaves attended at a planning meeting for one of the many community bonfires that will be taking place at the weekend.

We are putting out PC and PCSO patrols nightly to attend to incidents of reported antisocial behaviour but also patrol in targetted areas to prevent these incidents taking place in the first place.

Section 30 powers (referred to below) were used in relation to an incident on the Woodthorpe estate as a result of an egg throwing incident.

Posters in relation to fire safety were delivered to premises in Intake, Basegreen and Charnock.

A test purchase operation was completed with Trading Standards looking at the sale of fireworks to underage youths. 7 premises were tested with 1 failure. This failure will now be dealt with and followed up with Trading Standards.

Apart from this activity towards preventing antisocial behaviour 23 vulnerable vehicles were identified by staff during their patrols. Where possible the owners of these vehicles are spoken to immediately and advised on how to secure their vehicles more safely. Where the owners cannot be traced a form is submitted and the owner is then contacted by letter to advise them that their vehicle has been seen in a vulnerable state (such as leaving a Sat Nav holder on display).

Update for 311010;

We currently have a section 30 order running in our area. This is to assist staff with tackling antisocial behaviour and gives staff the power to disperse youths. This power was used in Handsworth for 5 youths where 3 boxes of eggs were recovered. The youths admitted throwing egg at passers by. Details of these youths were taken by officers and their parents will be visited with advice letters.

3 letters were delivered to parents following the antisocial behaviour of their children. This is one of our key tools to make parents aware of what their children are doing when they are out of the house so that they can address that behaviour.

2 people were stop searched in Woodhouse following a report of fireworks being discharged in the street.

2 people were arrested on suspicion of causing criminal damage in the Intake area.

Update for 301010;

An incident was dealt with at Halfwy were youths were encouraging adults to buy alcohol for them. These youths were located and dealt with by officers.

Other activities involved patrols and stop searches in Hnadsworth/ Stradbroke and Woodthorpe but these searches related to crime rather than antisocial behaviour.

Update for 291010;

Posters were delivered to local premises which deliever fire prevention messages. These were delivered in company with the fire service to re-inforce the message.

PCSOs attended training sessions with Activities Sheffield at Handsworth Grange Community Sports College and Westfield.

A halloween event at Ulley Road, Woodthorpe was attended by the local PCSO.

Operation Gateway was again completed in company with South Yorkshire Passenger Transport Exective. 18 buses were boarded with 350 passengers having their tickets checked by Inpectors from SYPTE. At the same time the PCSOs engaged with passengers passing safety messages and assisting with challenging antisocial behaviour. 3 incidents were dealt with.

A further operation was run on the Westfield estate. During this operation 12 people were stop searched, 1 male was dealt with for possession of cannabis and alcohol was siezed from an under 18.

It is likely that the next update for activity will be on Monday 011110 due to wanting to keep officers out on patrols as much as possible during the busy weekend time.

Update for 281010

Work has been conducted with people from Sheffield Holmes, Sheffield Council, South Yorkshire Fire and Rescue Service and with South Yorkshire Police asking the residents of Woodhouse what work is needed in the area while also carrying out an inspection.

The transport initiative has continued, called Operation Gateway, where staff from South Yorkshire Police talked with passengers while working with ticket inspectors. In total 646 passengers were checked on 52 buses. There were 5 breaches of ticket regulations and one person had to be removed from a bus.

Activities Sheffield worked with South Yorkshire Police to hold a training session at Handsworth Grange Community Secondary School to engage students and pass the message on to them in relation to prevention of anti social behaviour.

A number of warning notices were given asking people to take care not to leave valuables in their car.

Test purchase operations were conducted on licensed premises; this is where teenagers are asked to enter pubs and attempt to buy alcohol under police supervision.  Although there were 2 failures, the majority of pubs visited passed.

Anti-social patrols were also completed using bicycles provided through community funding. This helps PCSOs and officers cover a larger distance while still being visible to everyone and free to talk with people; if you have an issue please stop them.

Two warning letters were delivered personally to people warning that if their behaviour did not improve they could receive an ASBO, this letter is often referred to as a PAL 1 letter.

A number of victims of crime and anti-social behaviour were seen personally by PCSOs and officers in an effort to prevent such activities taking place again.

 

Update for 271010;

A test purchase was completed in relation to the sale of alcohol underage from off-licences. 10 premises were tested and all passed.

15 stop searches were completed across the area, 1 arrest was made for anti-social behaviour and 1 fixed penalty notice was issued for disorder.

PCSOs attended at a diversionary project with Sheffield Futures and the fire service also attended to do an arson talk with the young people.

The mobile police station was used at Morrisons, Halfway to hand out leaflets and advice. 7 SNT questionnaires were completed to find out the views of local people about policing in their area.

A drop in police surgery was also completed in Woodhouse in company with staff from the fire service.

PCSOs also attended at the Blast Off training seesion at Westfield Sports Centre. This is a football competition that is run by Activities Sheffield.

An operation was also completed with First Mainline and Stage Coaches to tackle antisocial behaviour taking place on our transport systems. One PCSO and Special Constables travelled on 4 bus journeys with no issues reported to them.

Update for 261010;

A test purchase was completed in relation to the sale of fireworks underage. Young people attempted to buy fireworks at premises across our area. We are pleased to say that none of the young people were sold any fireworks.

PCSOs completed cycle patrols with the fireservice in the Beighton area. A letter drop was done in relation to the security of wheelie bins and the use of fire alarms. During this patrol a number of propane and butane bottles were found and therefore recovered as part of fire intervention.

The mobile police bus was deployed at Woodhouse were PCSOs gave out leaflets and advice about a variety of issues.

PCSOs also attended at a diversionary group with Sheffield Futures who are working with a number of youths over the school holiday period.

A walkabout was completed on the Scowerdons estate with the Housing department to share information and identify potential trouble spots.

Update for 251010;

13x off licences were subject of a test purchase operation involving young people attempting to buy alcohol. 1 premises failed and was issued with a fixed penalty notice fine. The Central licensing team have been informed of the failure.

PCSOs carried out joint patrols between 5 x 8pm with the SYFRS (fire service) red watch cycle team. A reassurance visit was also made to a victim of arson and antisocial behaviour.

The mobile display bus was parked at Drakehouse where the PCSOs and fire service engaged with 20 members of the community. Leaflets and advice were given out and 6 x Woodhouse and Mosbourhgh Safer Neighbourhood Team questionnaires were completed.

Nuisance motorbike incidents have reduced as expected with the change of weather. Officers have continued to attend and deal appropriately with those that have been reported. Another of our Registered Social Landlords are working with us in relation to the purchase of Motorbike signs for their area.

Update 281010;

Yesterday afternoon a youth was issued with a warning for the use of a bike on Brunswick Primary School. Staff spotted the male from the window of the police station and quickly attended to stop the youths actions. This warning will now lead to a marker being placed on the Police National Computer in case this youth comes to our notice in a similar situation again.

Update 221010;

4 warnings have been issued to youths who were seen in Shirebrook Valley on 091010 at 5.13pm. All 4 youths were with a red and yellow 110cc bike.

Update 151010;

We continue to monitor incidents on a 24 hour basis in order to assess where problems are occurring and if there are any follow up enquiries that can be done. In the past 24 hours- 141010 x 151010 there have been no nuisance mortorbike calls.

The monthly community meeting was held at Peaks College on 7 October 2010. It was decided at that meeting that although considerable progress has been made with this priority, that it should remain as a priority for the SNT until the next meeting on 111110.

 

Update 280910.

On Sunday 26 September 2010 officers carried out a pro-active operation to target nuisance motorbikes on our area. The results from just this one day operation were;

Admin 171 was issued to  male on a Yamaha 110cc on Birley Moor Road.
 
Admin 171 was issued to male on a Yamaha 110 cc on Weakland Crescent, Hackenthorpe.
 
Admin 171 was issued to male on a KTM 200cc on the Weakland estate, Hackenthorpe.
 
Admin 171 was issued to male on a KTM 200cc a further male on the Weakland Estate.
 
 
One of the males who was stopped on the Weakland estate is currently on an Acceptable Behaviour Contract issued by the Safer Neighbourhood Team due to his previous actions in relation to the use of nuisance motorbikes. The breach of this order to be notified to Sheffield Antisocial Behaviour team for appropriate follow up.
 
Admin 171 was also issued to a male who brought a quad in a van to Westfield plantation, Mossway.
 
Admin 171 was also issued to a further male using a 150cc motobike on the Westfield Plantation, Mossway.
 
 
Two further fixed penalty tickets were also issued for traffic offences in relation to the use off road motorbikes on Frecheville.
 
 

Update 23.9.10

Reported incident of nuisance motor bikes in Richmond Park Rise area this evening. Officers attended and located possible offenders. They were able to identify a mini motorbike which was subsequently seized (Admin 172) and recovered. Another bike off the streets!

Pro-active patrols were conducted by newly qualified PCSO Cyclists using a bicycle provided by the community. One motorbike rider was reported and issued with a warning notice.

Dedicated patrols were conducted on Sunday 19th September 2010 to address the problem of nuisance motorbikes. There was only one incident of nuisance motorbikes and other work by the same officers resulted in one male being arrested for theft, the motorbike was recovered for forensic analysis.

Two riders are being prosecuted for riding their motorbikes on public footpaths. However, other riders are also assisting us to find a suitable place where motorbikes may be used and would not interfere with other people's lives.

There have been few recent reports of nuisance motor bikes. Reassurance letters are contining to be send out to people who have previously reported these incidents. These letters explain what action we have taken over the last six months and the results that have been achieved in sorting out the problems of nuisance motor bikes.

Staff are currently busy delivering letters to around 350 addresses across the SNTs giving people information about the work that has been completed this Summer in relation to nuisance motobikes.

Officers carried out another Operation targetting nuisance motor bikes. There were 4 x warnings (171) issued and a quad bike was seized (172) in the Waterthorpe area.

An operation was run 13/14/15 August 2010 to specifically target nuisance motorbikes. This involved staff from Woodhouse and Mosborough Safer Neighbourhood Team, the SYP off-road bike team and the helicopter attended when they could in between other incidents running.
There was specific aims to the operation to answer any nuisance motorbike calls but also to seize bikes from previously identified offenders. The off-road team were also tasked to attend at the addresses of previous offenders to re-inforce the message that the anti social use of bikes will not be tolerated.

Comments about the operation/ nuisance motorbikes on the SNA; 
 
A local resident of Woodhouse who regularly visit the allotments said;
"I'm down here most days at least six times a day. It used to be bad but I've not seen a bike for days and certainly not in packs any more since before Summer. What you are doing is working"
  

 
   Off-road biker officer stated;
"We delivered 7 information packs to the top target nominals for the PACT area. Most were OK about it. Our presence on off roaders was really impactive. Quite a crowd came out at Edenthorpe Dell and at Badger Rise and we were able to spread the message about illegal motorcycling and show them the capability we have. Most were suprised we were out and about. The message seemed to sink in".

Update 10.08.10

Regular patrols are being conducted throughout Woodhouse and Mosborough and very soon will be conducting operations with other partners and teams to address the problem of nuisance motorbikes.

Update 09.08.10

Over the weekend two further motorbikes were seized in the Owlthorpe area.

A further rider, who was a teenager, was reported for riding an off road motorbike. In connection to this bike a report is also being submitted to Social Services since the bike was being used by a number of people including a young child who was not wearing a helmet.

During the afternoon a further call was received about a couple of bikers. On this occasion we were unable to attend due to dealing with the bikers mentionned above. However, the caller was re-contacted in order to get as much information as possible. This information has now been passed to staff who regularly patrol the area.

Yesterday one warning was issued and there was a further bike/ mini moto was also seized by officers in the Halfway area.

3 x warnings issued yesterday in the Halfway area. As a result of 2 of the warnings, follow up work will be done with housing due to a possible breach of tenancy. Where possible we will work with other agencies to re-inforce that antisocial behaviour is not acceptable in our communities.

A Restorative Justice panel has now been convened for 18 August 2010. This is where 3 bikers, 3 residents affected by bikers acions, a Councillor and the Sheffield Childrens Champion will meet. The Youth Offending Service and independent company Remedi will be involved in a discussion where each party will be able to put forward their view on how using motorbikes impacts on the lives of our community.

Seizures in the last week include;

310710-22hrs- bike sezied off High Street at Beighton.

020810- 4pm- formal warning issued to bike rider on Ochre Dyke Lane. This warning is entered on to the police national computer for both the bike and rider so that if either is stopped again, a seizure can be made.

Seizures in the last week include;

20 July 2010- bike seized by PCSO Bennett and PC Robinson at Station Road roundabout- between Halfway and Westfield.

25 July 2010- warning issued to male rider at Grange Road, Beighton. Pro-active patrols also carried out by officers at Owlthorpe and Weakland where several bikes were seen but officers were unable to stop them.

Update 180710;

Following an incident reported of a male on Badger Drive riding a bike along the footpath, officers responded promptly and the male was arrested for dangerous driving. Enquiries then revealed that the bike was also stolen. Again due to good information and prompt action another bike has been taken off the streets.

Yesterday PCSO Burgess witnessed the destruction of one of the many motorbikes that have been seized over the last three months. I have attached photographs of the destruction of the motorbike to show the process that takes place once motorbikes have been seized.

Officers attended to an incident of off road biking at Seagrave Crescent on the 6.7.2010. The rider was identified and issued with a warning on Lister Avenue .

Update 050710;

Officers completed a further bike operation yesterday- Sunday- although there were no seizures on this occasion. However a further bike was seized by Inspector Booth on the Springwood, Woodthorpe estate on Friday 2 July 2010 following reports of youths riding nuisance bikes around the Hastillar Road area.

Update 30.06.10;

Every motorbike rider who has had a motorbike seized from him will be issued with an anti-social behavioural contract. Another rider attempted to ride at a police officer although no injuries were caused; he has been arrested. Pro-active operations will continue in the Woodhouse and Mosborough area and the seizure of motorbikes will continue. If the behaviour of the riders who have motorbikes taken from them continues then further action will action will be taken including the possibility of issuing ASBOs.    

The latest seizures,shown below,  mean that since the beginning of May 17 Motorcycles have been seized and 4 riders warned  by officers from the SNA. That’s 21 people who have learned that Illegal off road motorcycling is unacceptable and who will spread the word amongst others.

This work is in conjunction with talks to schools and the implementation of test purchase operations at petrol stations. Photographs are also being used to identify nuisance riders which leads to the seizure of motorbikes after they have been ridden. If anyone rides their motorbike towards a member of the public, a PCSO or a police officer causing injury this may lead to an appearance at court for assault.

A red motorised go kart was seized from Morton Gardens, Halfway on the morning of the 10.6.10 after reports were received of it causing annoyance to local residents. Warning issued to  rider of a scooter 11/6/2010 at Thornbridge Road and a further bike siezed at Owlthorpe

Update 12.6.10;

An incident which serves to underline the dangers of illegal off road motorcyclesa 10 year old was airlifted to hospital with a broken arm and head injuries which fortunately turned out not to be life threatening. He had been riding a childs Scrambler bike near Morrisons at Halfway and was involved in an incident with a man on an adult scrambler bike.

Update 10.6.10;

The rider of a yellow quad bike, responsible for riding in the Richmond Park area/ Bowden Housteads Woods was issued with a warning under the Police Reform Act on the 9th June 2010. Further Bike siezed in Owlthorpe area.

We are continuing to look at different ways to address this issue and that includes working with petrol stations to encourage vigorous checks of youths attempting to purchase fuel.

Update 08.06.10;

The following motorbikes were seized since the 28th May 2010:-

One motorbike in the Crystal peaks area on the 2nd June; two on the 3rd June in Rother Valley Way; one on the 5th June in Pickard Crescent fields and one on the 6th June in Danewood Avenue.

Since the 23rd May 2010 to date there has been 1 warning notice issued and 2 motorbikes seized.

Update 24.05.10;

Over the weekend between the 21st and the 23rd May three warning notices were issued to motorcyclists and one motorbike was seized.

On Sunday 16th May there were five incidents involving nuisance motorbikes. As a result of work by officers from Woodhouse and Mosborough SNT one motorbike was seized and one warning notice was given. Pro-active work was also completed with employees of petrol stations who were warned of the offence of selling petrol to people under 16.

Officers carried out pro-active patrols in relation to nuisance motorbikes on Sunday 9th May. There were a total of three incidents involving motorbikes and from the beginning of April, due to these patrols 5 motorbikes have been seized with a further 18 warnings issued.

We have regularly utilised an office based member of staff to recontact members of the public who have made calls concerning nuisance bikes. The aim of these calls is to inform people about the work that we are doing in the SNA to combat nuisance motorbikes but also to gather as much information about offences that are being committed. Where people are able to tell us about offenders who are using bikes or provide addresses of offenders, then follow up calls can be made by the SNT . This has now been done on a number of occasions so please keep on passing information.

Update 250410;

Further operation completed with 2 bikes seized in the Westfield area. Details of the riders will be recorded on the police computer for future reference. These bikes were seized as a result of calls from members of the public.

Further visits were made to the Bowman Drive area and follow up calls will be done in relation to this area in order to establish the possible entry to point to the old aerodrome.

Officers and PCSOs from the Safer Neighbourhood Teams (SNTs) across the East of the city continue working hard to combat the problem of nuisance motorcycles in the area.

Operation Kawasaki was conducted on Sunday 11th April 2010, acting on the concerns raised by local residents about motorcycles being ridden in an antisocial manner. During the operation, officers seized a quad bike and three motorcycles from the Manor, Beighton and Hackenthorpe areas.

Officers responded to all incidents on Sunday with the intention of taking positive action against riders who make the lives of others miserable through, noise and the destruction of valuable open spaces.  It is illegal to ride motorbikes on any land including wasteland, woodland, council land and private land, unless the owner has given permission.

Notices have been erected in a number of known hot spot locations, forewarning riders that if they ride within these areas the vehicle may be seized. Under the Police Reform Act 2002, police have powers to seize any motorbike being driven in a manner that causes harassment, alarm or distress to members of public. Riders are liable to pay for the recovery of the vehicle, a fine, and points on licenses or a formal prosecution at court. In specific circumstances, police have the power to destroy seized vehicles, It is therefore in the interest of motorbike enthusiasts to familiarise themselves with the law.

Inspector Jason Booth who leads the Woodhouse and Mosborough Safer Neighbourhood Team said: “We will continue to work with our partners to address this problem that affects the lives of people in our community. We will persist in taking positive action against anyone found to be riding motorcycles or quad bikes on public land; it may result in the seizure of the vehicle.

“Our efforts will remain focused over the summer months and we will be utilising the force helicopter to identify riders. We need the public’s help in identifying the owners and riders of these bikes. Calls will be dealt with in the strictest confidence and details can be left on our automated service on 0114 296 3779”.

Officers have payed particular attention to the quadrangle area/ parking area (bottom of Mansfield Road leading on to Carpenter estate) due to youths gathering at this location.Officers have also completed foot/ bike patrols on Pleasant Road due to stone throwing reports.

Officers turned out as a team to the estate on 280410. The aim of this visit was to complete questionnaires with the residents about their concerns. Officers also supplied information to the residents about the Safer Neighbourhood Team and how to contact us to report further issues. Residents were informed about the monthly PACT meetings and also offered a further visit when a home security survey was completed.

In total 42 questionnaires were completed by visiting residents at their home addresses.

Fencing at the cemetary has now been fully fitted. Residents have stated that this has assited in reducing the anti-social behaviour.

Regular patrols conduced in the Mansfield Road and Mansfield Drive areas during day and evening.

A group of youths were stopped on the 17th April following reports of antisocial behaviour involving a motorised scooter. Details were submitted to anti-social team for appropriate action to be taken.

Update 010410- 21hrs- this PACT has been retained at the PACT meeting tonight.

Update 010410; PCSO Russell is attending at the PACT meeting tonight in order to provide an update on this PACT priority.

Update 220310; The SNA have worked closely with Local Councillor Martin Lawton to request additional boundary fencing to the cemetery on Mansfield Road. This has been successful with the installation work starting very soon.

Update 220310; 2 Further PALS have been issued for 2 youths causing anti social behaviour within the PACT area.

Update 150310; 3 further PALs have been issued  for 3 youths causing anti social behaviour within the PACT area.

Update 110310; incidents are still being reviewed every 24 hours to check what reports have been made from the PACT areas. Follow up calls are then made to vitims to ascertain further details.

Officers have completed another operation on the PACT area. During this time 3 groups were engaged with a large group being moved on from the entrance of Carpenter Community Centre. 4 stop and accounts completed with 1 Parent Advisort Letter to be hand delivered to the home address of the offending youth (Parents will be spoken to about their childs behaviour).

Officers have patrolled the PACT area as much as is possible amid other duties, engaging with the youth groups in the area informing them appropriately on why there are more patrols at this time.

Information systems are checked on a daily basis with victims of antisocial behaviour or crimes being contacted for further intelligence and reassurance/advice purposes.

Funding enquiries have been made regarding improving the security of Carpenter Community Centre.Whilst this is in progress, warning signs have been placed around the building/area to effect of informing people of CCTV and increased patrols.

 x1 arrest for Public Order Section 5 has been made.

 X9 Parents of youths involved in ASB, or on the periphery of this activity have been visited. This was undertaken to give the families every opportunity to work with the police and partnership agencies, in an effort to redress the balance of anti-social behaviour.

Continuation of high visibility patrols on Ballifield Drive, regular reassurance visits to shopkeepers (United News and Pizza Parlour).  No further reports of ASB on Highfield Lane/Rotherham Road. Also complaints of nuisance youths kicking a football against window of Crusty's sandwich shop at the bottom of Laverack Street, youths spoken to and dealt with by way of PALs. Again regular visits for reassurance and passing attention to shops on Bramley Park Road.
 
PCSO Smith had a meeting with Steve Wylie from Handsworth Forum and Handsworth youth worker Dan Whittaker last week to discuss ideas for ABC funding.  We are planning a week of action in Handsworth at the end of June (date to be decided).  Activities will involve utilising the Year 10s from Handsworth Grange who have not found a work placement to do litter picks and grafiti cleaning as well as VVSs and VPSs and using the speedometer.
 
PCSO Smith has also spoken to Ballifield TARA about the new bins we are expecting on Ballifield and as yet there is no firm date as to when they will be available as they are made to order.

Update 220310; Local PCSO 8237 Smith has worked closely with Ballifield Tenants and Residents Association to apply for additional refuse bins in and around the PACT area to tackle the issues of littering.

Update 220310; Children and Young Persons Officer PC Chappell is working with representatives from the South Yorkshire Passenger Transport Executive during this week at Handsworth Grange School. Pupils will be engaged with during assemblies over damages to bus shelters locally and issues around anti social behaviour.

150310; a further PAL has been issued to a youth causing antisocial behaviour within the PACT area.

PCSO Anna Smith has been working with the shopkeepers on Ballifield Drive who have made a number of calls about nuisance youths.

She has liaised with Yorkshire Water aobut youths trespassing on their land off Highfield Lane via insecure fencing. This should be repaired in the near future.

Anna has also been working with Handsworth Forum to obtain some funding for secure boundary fencing for the Bramley Lane allotments which have recently been the target of wheelie bin fires. The Bramley Estate Residents Association are now looking in to this also.

In January (prior to the formal identification of the PACT), several youths were identified as responsible for antisocial behaviour in the area. 7 parent advisory letters were issued and 4 acceptable behaviour contracts were issued to youths involved in recurring incidents in the area. These youths were referred to youth workers from Sheffield Futures who have successfully engaged them in diversionary activities and will continue to work with these identified youths.

The recent fortnight of action (19/10/09) conducted by SYP and partner agencies resulted in a marked reduction in reported incidents. Levels of incidents remain lower but we continue to give extra attention to the area.

A joint initiative is about to take place to help improve the area involving residents from Bevan Court, Beighton Road (formerly St Anne's), HomeBase from Drakehouse Retail Park and the Martial Arts Centre in Woodhouse Square.  Bulbs donated by Homebase will be planted by the Bevan Court residents in conjunction with the Martial Arts Centre to provide some spring colour. Involving various groups in communty initiatives is part of a process to help build community cohesion.  Coupled with such initiatives we continue to patrol the local area and encourage residents to report and ideally identify those individuals responsible for problems in the area.

As a result of further intensive patrols around the area, several youths have been stopped and identified as being responsible for setting fires in Beaver Park. These individuals have had a personal home visit by the area PCSO and PC where their parents have been issued letters over their children's conduct.

Partner agencies have visited with SNA staff to discuss improvements in the area. The problems are mainly between 5pm and 10pm, but continue until after midnight and  the groups are there most evenings.

We did: 

On 220110 the Sheffield ASB team returned to court with evidence provided by officers from the Safer Neighbourhood team as well as members of the community.As a result two further ASBOs were issued on key individuals who have caused antisocial behaviour on the estate. This brings the total number of ASBOs to three.

The ASB and Safer Neighbourhood team are very proud of this result and hope that this will continue to tackle the issues on the estate.

**

Update 240110; on 190110 officers from the SNT worked with their local Children and Young Persons officer PC Paul Chappell, staff from City School and Sheffield Futures youth workers. The operation involved two phases; one phase immediately after school and then a further patrol later in the evening.

The aim of the operation was to engage with a cross section of young people within our communities and to ensure that partners work together to provide a joined up response to a range of problems in the community.

Results of the operation were as follows; SNT leaflet distribution x 16, youth engagement x 67, reassurance visits x 13, 10 graffiti tags photographed for follow up enquiries, street light out/ bus shellter damage reported to Sheffield Council, photographs obtained for media release and schools magazine.

Update 130110- A test purchase operation was completed last night on a number of premises across the SNA tackling the issue of premises selling alcohol to underage youths. Included in these premises was one within the Stradbroke PACT area and we are pleased to say that the premises passed.

**

Officers are now working in conjunction with local shopkeepers to identify particular individuals. In the last week 1 youth has been advised regarding anti-social behaviour and another youth has been caught with cannabis and received a street caution. 

The Stradbroke TARA has purchased a MOCAM (surveillance camera) that has been put up at the shops (03/12/09) that will provide evidence to identify offenders.  It is anticipated that this will lead to more prosecutions.

2 Interim Anti Social Behaviour Orders and one full Anti Social Behaviour Order have been successfully granted in court. This has been awarded thanks to the assistance and co-operation of the public.  The 3 key individuals reported to be the ringleaders of the anti social behaviour are now being monitored for any breaches of their orders and as a result of this one has since been arrested.  

A site visit has been made to the flats complex on Smelterwood Road/ Stradbroke Drive in conjunction with Sheffield Homes to address concerns over the security of the new composite doors and communal areas. Sheffield Homes as a result have arranged for Kier to make repairs to those areas identified.

Information has been passed to Sheffield Homes and Stradbroke TARA for them to pursue a bid for additional fencing to the area to increase security and enable residents to use their outdoor communal areas more effectively.

Work is underway with the area PCSOs, local Councillors and youth workers to provide additional youth provision in the form of a youth club at Ravenscroft Resource Centre.

Plans are underway to start in the New Year a business watch for all retail premises on Stradbroke Drive and surrounding areas. This will allow businesses to speak with one another on a regular basis and liaise with us effectively over any problems they should be experiencing.

PCSOs have attended meetings on Stradbroke to give talks on crime and anti social behaviour to some of the youths who visit the area.

 

 

Previous update(s)

Work in Stradbroke has been ongoing for several months and the area continues as a PACT priority . Patrols will be increased during November to meet a rise in calls about anti social behaviour.

Key individuals responsible for the problems have been identified and work towards ASBO applications against them is expected to come to fruition in the near future.
