Criminal Damage and Burglary in the Priority 1 area of Dinnington (Doe Quarry Lane/Doe Quarry Terrace/Scarsdale Street/Victoria Street/Howard Street/Clarence Street
This area became a PACT priority in July 2010, regular patrols were carried out prior to this period by PCSO's and Police Officers as this area forms part of the Neighbourhood Action Group.
During the initial phase of the PACT, a number of consultation meetings have taken place with partners including Area Assembly, Environmental Pro-active Enforcement Officers, Rotherham Wardens, Fire Service and RMBC.
Two youths were detained on suspicious of theft of pedal cycles, following a search of one property a large amount of bike frames were recovered from the outhouse. Photographs of the bike frames have been published and are available to view at Dinnington Police Station.
Vulnerable vehicle and property checks have been carried out on various dates by PCSO's patrolling this area. Vehicles and properties identified as being vulnerable have been recorded and owners/residents have been advised accordingly and given crime prevention advice.
Regular patrols continue in this area by the SNT and Pro-active Enforcement Officers. On 20th August 2010 we conducted a walkabout in this area with other partners.
Regular meetings have been set up with partner agencies to look at ways in which we can improve the area and assist local residents.

At the PACT meeting held on 6.9.10 it was agreed that this priority could be discharged and dealt with through intensive action by the multi-agency Neighbourhood Action Group which has agreed it as the single priority area for Rother Valley South.
Sanders Way, Laughton Common - Anti-social behaviour
what issues concerned you most in your area
Anti-social behaviour taking place in the locality, ongoing problems with nuisance behaviour.
Prior to the PACT/Area Assembly meeting taking place on Monday 7th June 2010, a number of incidents had been reported through to the Police around incidents of anti-social behaviour.
Representation at the New Laughton Common TARA was made by residents on Sanders Way expressing concerns regarding behaviour on the estate.
Adopted as Priority on Monday 7th June 2010.
w/c 7th June 2010 - regular patrols carried out by SNT staff, PC Moxon has liased with the New Laughton Common TARA and Acis Housing to discuss issues being reported.

14th June 2010 - Crime and Safety Walkabout around Laughton Common, partiuclarly the propsed new play area at the end of Meadow Street and the associated turning circle at the end of Meadow Street.
Incident reported on 19.06.10 relating to a male riding on a moped and drinking in the garden.
w/c 21st June 2010 - Regular patrols carried out during the week by the SNT staff.
w/c 28th June 2010 - Email received from local residents concerning an incident that had taken place on 26/06/10 involving anti-social behaviour and minor public order offences.
28th June - Officers attended New Laughton TARA and liased with residents and members of the TARA. Discussions took place around the issues raised by local residents and representatives from Acis Housing were present and explained how their evidence gathering methods were important if any outcome is to arise from complaints made.
PACT - 5th July 2010 - Priority area to continue.
w/c 5th July 2010 - call received from resident to advise group of youths playing on the building site area, PCSO's attended and gave passing attention.
Regular patrols have been carried out in this area, small groups of youths have been spoken to. Several of the youths have started to gather on the old playpark at the end of Meadow Street.
Liased with Councillor Hindley regarding future plans for the development of the play area at the end of Meadow Street/Sanders Way, copy of plans provided for SNT information.
PACT 5th August 2010 - remain a priority
Patrols carried out by PCSO's and Police Officers in the area, engaged with group of youths playing on the estate who all live in the locality. No issues raised.
18th August - Call received to reports of suspicious activity on unfinished properties at the end of Sanders Way, Officers attended and checked the area, small group located in nearby wooded area, advised and moved on. No offences.
Theft of windows reported via Persimmons on an unfinished dwelling off Sanders Way.
Regular patrols carried out by PCSO's, engaged with local youths who live on the estate. No issues reported.
w/c 31st August 2010 - Patrols carried out during this period, all in order. Tri-Signs deployed in area for Op Outlaw (Vulnerable Properties and Vehicles)
ACIS housing have recently served a resident of Sanders Way with a final tenancy warning notice. Any further reports of anti-social behaviour from the address in question will lead to immediate legal proceeding by the housing association with a view to evicting the tenant.
At the PACT meeting held on 6.9.10 it was agreed that problems in this area had all but ceased and that the priority could be discharged as complete and successful.
Stoney Bank Drive, Stone Close and Broad Bridge Close - Rowdy & Inconsiderate behaviour, especially around the new play park
what issues concerned you most in your area
Young people are climbing over the fence to gain access to the new play area after the gates have been locked. They are drinking alcohol there, becoming rowdy and causing a nuisance to the annoyance of local residents.
Evenings from 6.00pm onwards
12.4.10 - The area was adopted for priority action at the PACT meeting held at Woodsetts Village Hall on 12.4.10 and was immediately placed on a directed patrol plan for uniform police officers and police community support officers. As such, there will be an increased presence of officers in the area. Young people will be advised regarding their behaviour and enforcement action will be taken wherever appropriate.
15.4.10 - The voluntary group JADE, which works with young people in the area of Kiveton and Wales, has agreed to identify those young people involved and offer advice and guidance regarding behaviour. The JADE project offers superb activities and socialising opportunities for young people.
16.04.10 - Partners were enlisted to help deal with the issues raised. Residents have reported that one of the key indicator was the volume of noise until late in the evening being created by young people using the new play area. Envinomental Officers have been briefed and have agreed to place it on a patrol schedule. They will help to monitor the noise nuisiance being created.
18.04.10 - Patrols took place during the evening, no sign of any late night activity from the play area. Residents near to the play park have had a letter delivered advising that this area has become a PACT priority.
Wc 19.04.10 - A number of incidents were reported of anti social behaviour after the gates are being locked at 1900 hours. Youths were seen to climb over the gates and go into the play area. Police patrols carried out and youths spoken to, small amount of alcohol confiscated.
W.c 26.04.10 - The local community officer PC Saul has been in contact with Wales Parish Council asking them if it would be possible to close and lock the park later, they agreed to extend the time until 2000 hours to see if this had any improvement. The park appears to be being utilised by local children and they have been spoken to and advised on how their behaviour may affect residents near the park.
W.c 02.05.10 - Additional keys for the gates of the park have been made available to Police Officers and PCSO's so that we are able to access the park easily after the 8.00pm closure time to deal with any children who have climbed into the park and are using it innapropriately after that time.
At the PACT meeting on 11th May 2010, this was retained as a priority.
W.c 24/05/10 - Passing attention is being given to the park area by officers when on patrol in the Kiveton area.
W.c 31/05/10 - Officers called to the football pavillion off Stone close. Nuisance youths advised accordingly and moved on from area. Non of the youths previously known to SNT officers.
At the PACT/Area Assembly Meeting on Monday 7th June 2010 this was kept a priority.
Over the past few weeks a number of residents have expressed concerns regarding youths gathering on the football stand off Stone Close on the Football/Cricket Field. Patrols have taken place and a group of youths spoken to.

w/c 21st June 2010 - An individual has been interviewed and Reported on Summons for an incident of Damage to Motor Vehicle following an earlier incident on Stone Close.
PACT Meeting on 5th July 2010 - agreed for priority to remain.
w/c 5th July 2010 - Called to pavillion on 07/07/10, small group of youths located with quantity of alcohol, confiscated and disposed of. Advice given to youths regarding ongoing issues in area.
SNT staff have attempted to liase with persons responsible for the football ground in order to obtain a set of keys to gain access to the pavillion area, this has proved negative at this time.
Liased with Parish Council to try and establish ownership of the area, Parish Council believe that the land/fencing is owned by the cricket club/football club however they too have been unable to obtain any keys to access the ground.
PACT - 5th August 2010 - remain priority
Regular patrols carried out, group of persons still at the pavillion, in the main they are over 18 years of age and appear to be congregating at this location as somewhere to sit. They appear to still be gaining entry by scaling the gate at the entrance on Stone Close. Further attempts to make contact with the persons responsible have proved negative. Parish Council to make further attempts. The location where the persons are congregating is private land.
w/c 23rd August - No calls received so far to this location. Regular patrols carried out in area.
w/c 31st August - Call received to recreation ground, reports of youths with aeorsols and lighting fires. PCSOs attended, spoke with group on skate park, stated the two youths had now left but had been trying to set fires. Location checked, small pile of rubbish located, no apparent damage.
At the PACT meeting on 6.9.10 it was recognised that the nature of this problem had moved and was now centred on the football field and pavilion off Stone Close. It was agreed that the current priority could be discharged and redefined to the new geographic area to provide a tight focus on the problem.
Lord Conyers Public House, Wales - Noise and Disorderly Conduct
what issues concerned you most in your area
Loud music from the premises, disorderly behaviour by customers involving noise and drinking outside the pub.
Most problems occur on Friday and Saturday evenings between 2000hrs and 0100hrs.
This priority has been selected in response to strong representation from residents who live in close proximity to the Lord Conyers Pub. A meeting was held on 18.2.10 between the new licensee (now referred to as the Designated Premises Supervisor or DPS), his management team, Rotherham Licensing Authority, South Yorkshire Police and members of the public. At that meeting residents expressed deep concern that problems may continue, even though the management team is new and was prepared to offer assurances that efforts would be made to irradicate the problems. The Police and our partner agencies fully understand the concern expressed by the community and have undertaken to support them by ensuring that Licensing Laws are adhered to. The adoption of the premises as a priority will assist in this process.

No alcohol (in any type of container) is permitted to be removed from the inside of the premises at any time.
To obtain and fit a limiter on the sound equipment which is to be set in conjunction with an Environmental Health Officer of the Rotherham Metropolitan Borough Council and for that item to be tamper proof. - This has now been fitted.
- Regular visits to the premises will be made by Police, Licensing and Environmental Health to ensure that the licensing conditions are being met and that noise and nuisance is not being caused. Attempts will be made to make these visits at keys times, these being Friday and Saturday evening, wherever possible, although it is not possible to guarantee such visits due to other potential demands on these service providers.
- The new management team have undertaken to employ door staff who will regulate entry to the premises and will prevent drinking outside
- RMBC Licensing Dept will make efforts to contact local taxi firms with a request to reduce noise and nuisance by not sounding horns outside the pub when collecting fares
- The pub management team have undertaken not to hold loud music events in the back room of the premise. Most noise complaints to date have related to this sort of activity.
- All glasses will be replaced with polycarbonate to reduce the risk of injury in disorder situations and litter caused by the smashing of glasses should they be removed from the premises, although the conditions of the licence state that this should not be allowed.
- The Police Licensing Officer will make regular contact with the DPS and the wider management team to ensure appropriate support and accountability is maintained.
19.2.10 - Safer Neighbourhood Team Officers proactiveley visited the pub in large numbers with a specially trained police dog capable of sniffing out controlled drugs. Several customers were searched, but no drugs were found and no arrests made. The DPS was very co-operative throughout
22/02/2010 Letter outlining the agreed outcomes of the public meeting sent out to those residents good enough to leave their names and addresses.
26.2.10 - Premises were visited by SNT officers in uniform. Everything was in order.
27/02/2010 - 10 p.m.SNT officers visited and spoke to the landlord. the music was on however could not be heard across the street.
28/02/2010 SNT Officers visited the premises 2p.m. and 8p.m. few customers, no music.
05/03/2010 SNT Officer visit premises 10 p.m. music playing could be heard from just outside the door.
19/03/2010 SNT officers conducted a licensing visit at 10.30pm. Licensee advised about some customers smoking inside the rear doorway of the premises. one customer ejected by Police for being drunk and abusive. licensee again strongly advised regarding the serving of drunks. Music was playing but could not be heard outside the premises. All information passed to RMBC licensing authority.
20/03/2010 SNT Officers conducted a licensing check at 9.50pm. Premises all in order.
9/04/2010 SNT Officers conducted licensing visit at 9.30pm. Music could not be hear outside and no problems apparent.
At the PACT meeting on 12.4.10 it was agreed that this priority could be discharged due to significant improvements at the premise.
Flytipping - Lordens Hill, Old Kwik Save Site
What issues concerned you
Flytipping and litter around the old Kwik Save Site on Lordens Hill, Dinnington
Joint patrols to be carried out with members of the SNT, Rotherham Wardens and Environmental Enforcement Officers to target the area in question.
This area was cleared and cleaned by offenders on Community Payback prior to being adopted as a PACT priority area. Difficulties exist in keeping the area clean because there are multiple owners of the land and this creates problems for enforcement officers.
The Principle Environmental Enforcement Officer for the area has submitted a request to the Area Assembly for mobile CCTV to be deployed to the area and this will be considered at the next CCTV steering group meeting.
PCSO's on the SNT are attempting to enlist the support of residents around the site and contractors who are currently using the site, to be vigilant and report any suspected fly-tipping.
Rotherham Wardens are actively searching for evidence in any rubbish that is deposited on the site to identify the source of the rubbish and those responsible for tipping it.
4.3.10- At the PACT meeting held in Kiveton and Wales Village Hall this was retained as a priority for the coming month.
RMBC have served an enforcement notice on the new owners of the Kwik Save site and efforts are being made to identify and work with individual owners of the allotments.
At the PACT meeting on 12.4.10 is was agreed that this priority could be discharged. Work will continue through the Neighbourhood Action Group however.

Friday the 11th Under 18's dance night held at the Lyric Theatre. Majority of young people well behaved but unfortunately one 15 year old male had to be ejected. He then went on to kick the shutters of the shops on Laughton Road before running off when seeing police. Once being spoken to by the Community Support Officers he threw punches cutting the lip and bruising one of the community support officers. He was arrested around the back of the Lyric.

Following a burglary on Scarsdale Street in which electrical goods and a car were stolen, officers identified 4 suspects. All 4 were arrested and 3 have been charged with burglary. The 4th was released without charge. The rate of burglary in the area has significantly reduced since these arrests.
Work is ongoing to secure £40k of Home Office funding to target harden properties on Victoria Street with better locks, alarms and other security devices.
At the PACT on 5th October 2009 it was agreed that this should be discharged as a priority.
